Short-lived 7 Cent Post Card Rate

 				November 28, 1975
Effective September 14, 1975, the first class post card surface rate was lowered from 8 cents to 7 cents.
Only three and a half months later (December 31, 1975) the first class post card surface rate was increased
to 9 cents.  Thus post cards showing this short lived rate are highly desirable.
